Then Campus Peer Ministers, Ringo Morella, Joy Nicdao & Ira Nunez Reyes, Honor's Society Member, Mike Ang, and VP-Operations Staff, Benson Hari-Ong decided to form the political party of "Santugon sa Tawag ng Panahon". It is during the conceptualization phase that, then Youth Representative/Delegate to the Philippine Constitutional Convention, Mr. Chito Gascon of the University of the Philippines, briefed these youths of the vision of 'Tugon', the ruling student political party of UP Diliman of which he belongs. This is where the co-relationship of these two student political parties began.

There was a need for continuity of student ideals and political identity during those post Martial Law years in the student governments. The student political parties, particularly in DLSU, have always kept their one year existence in the emergence of every student council election. Lakas Lasalista (SC-Majority Party) & Panudla (SC Minority Party - from which Tapat branched out in 1986 also) do not forsee their continued existence for SY'86-'87. It is during this year that BOTH parties began to exist. They both ran at the same time, therefore, disclaiming the misinformation, that one party is older than the other.
